The Honolulu Traffic Signal Optimization and Demand Management Project, Solicitation No. RFP-DTS-1660802 has been released to develop a “microsimulation” model that will allow the Honolulu Department of Transportation Services (DTS) to more accurately measure the impacts of traffic signal optimization on travel demand and to evaluate operational management strategies for transportation facilities.

The contractor will produce a calibrated microsimulation model that is integrated with the Oahu Metropolitan Planning Organization Oahu Regional Travel Demand Forecasting Model (ORTDFM).

The contractor will report the modeling results (e.g., Vehicle Miles Traveled, mode share split, transit ridership, dynamic time of day delay) for scenarios such as adaptive signals, no Right Turn on Red, Leading Pedestrian Intervals, transit priority, full build bike and/or pedestrian networks based on the City’s Right-Of-Way networks.
