Transit experts: Thredbo17's Call for Abstracts

Dear Colleagues:

David Hensher & colleagues from around the world manage this almost-exclusively non-US event, in case anyone is interested in submitting an abstract or heading to Kobe simply to listen. (Thredbo's social event programming is also extensive.)

I was at their Singapore conference a year ago, and found it very intriguing how many transit planning experts from *practice* (actual operations) were present, amid researchers & policymakers. If you want to help improve US or other transit contracting, this is the place to be! (E.g., I always wonder: how can we set up competitive contracts for our transit agencies to get transit "deserts" well served by multiple, competing TNC & eventually SAV fleet managers?)

About the Conference Series
The 17th conference of the International Conference Series on Competition and Ownership in Land Passenger Transport (The Thredbo Series) will be held in Kobe, Japan, from Sunday 5 to Friday 10 September 2021.

The Thredbo Conference Series (named for the first conference in the series held in Thredbo Australia in 1989) is the premier international forum dedicated to the analysis and debate of competition and ownership issues in land passenger transport. This influential forum attracts high quality participation and delivers a large portfolio of impressive material synthesising developments from both developed and developing economies. The conference series is directed towards a broad audience of policy makers, planners, service operators, consultants, researchers, academics and students. Registrations for the Thredbo 17 Conference will open in March 2021.

Papers are invited from practitioners and academics on the workshop themes below. Full details of the Abstract Submission process are provided below and on the conference website.

Call for Abstracts

The call for abstracts is now open. It will close on 31 January 2021.

The conference will review the latest international developments in competition and ownership in land passenger transport, with reference to key political, economic, social, technological, legal and environmental trends - including the COVID-19 pandemic. The primary focus is on public transport, however, the conference also looks at important linkages between public transport and other sectorsm in arreas such as planning, policy, contracting, financing and funding. This includes the role of reforms in the broader transport sector that have an impact on public transport and of other policy instruments that are part of an integrated package to grow demand for public trnasport. The conference series is intended to be inclusive with coverage of both developed and devloping markets and of both formal and informal transport. A mark of its successful continuity as a series over the years has been the mix of key stakeholders sharing their experience, especially operators, regulators and government officials, as well as academics. The conference will feature plenary sessions, roundtables and a series of intensive workshops based around keynote papers and a series of resource papers providing a range of international perspectives on each issue.

Papers are invited that address one of the following seven workshop themes of the conference. Further details for each workshop can be found here:

Workshop 1: Regulatory regimes: national and comparative regulation of public transport
Workshop 2: Contracting and concessions: governance of the relationship between authorities and operators. (Governance, competition and ownership)
Workshop 3: Infrastructure, services and urban development
Workshop 4: Optimising the impact of technological innovation on achieving sustainable public
Workshop 5: New service models: Governing emerging mobility services
Workshop 6: Micromobility movement in urban transport
Workshop 7: Sustainable transport systems designed to meet the needs of both users and residents

You will be asked to select a workshop when you submit your abstract. The conference will feature one and a half days of plenary sessions and roundtables and two days of interactive workshops. Delegates remain with their workshop throughout the workshop sessions in order to contribute to the evolving debate and discussion.

Early career professionals (less than ten years active in the field of transport as an academic or practitioner) may nominate in the abstract submission process to have a paper, for which they are a primary author, considered for the Michael Beesley Award. This award was established in honour of Professor Michael Beesley who was one of the most influential transport economists of his time and was co-founder (with Professor David Hensher) of the Thredbo conference series.

A selection of the best papers presented at the conference will be published in peer reviewed conference proceedings.

Please note the following rules for abstract submission:

* The maximum word length for abstracts is 500 words.
* All abstracts must be prepared in English.
* Multiple abstract submissions are permitted, however, only one oral presentation will be invited per delegate.
* Only papers with an author who is a registered delegate and is able to present the paper will be included in the conference program.
* Please check your data carefully before submitting; changes or additions will not be accepted after submission except in the event that the conference is postponed due to COVID-19 restrictions.
Abstracts will be reviewed by the conference proceedings committee and authors notified of the outcome by the end of March 2021. Authors who submit an abstract with particular merit and fit to broad conference themes may be invited to prepare a paper for a plenary session.

Full papers will need to be submitted by 31 July 2021. Late papers will not be considered.

Each paper must be prepared in Word using the template and guidelines provided and written in good English. Papers that fail to follow these instructions will not be included in the conference program. Ten minutes will be allowed for presentation of each paper, with a maximum of ten PowerPoint slides.

Abstract Submission

All abstracts are to be submitted via the online submission process hosted by EasyChair. To submit your abstract you will need to have a (free) account with EasyChair.

If you do not have an EasyChair account:

Go to Create an EasyChair Account and follow the steps indicated. You will receive an email to the email address you have registered with a link to activate your account. You will then need to complete a few details online and your account will be created. You will then be provided with this option: "To log in for Thredbo 17 click here"/ Please login and click on the New Submission tab (top left of the page), review and agree to the Terms of Service, click on the New Submission tab again and then carefully follow the steps on that page to submit your abstract following all instructions provided. Click on Submit at the bottom of the page once you are sure all the information provided is correct. Once you submit your abstract you will receive an email acknowledging receipt of the abstract, as will any co-authors indicated as corresponding authors. Abstracts cannot be modified once submitted.

COVID-19 Information

We fully intend to commit to having the conference on the promoted dates in Japan.

If there is still a concern regarding COVID-19 by late January 2021, we will reconsider the date of the conference and will honour abstracts submitted that have been accepted. Abstract revision will be permitted.

In submitting an abstract we recognise that there may be constraints in September that might prevent attendance such as lack of flights at an affordable price. This will be reviewed in January taking into consideration the various locations participants will be travelling from.

If the conference is postponed, we will be arranging a series of webinars featuring Workshop Chairs presenting on relevant Thredbo themes.
