Are you passionate about applying “state-of-the practice” travel demand forecasting tools and procedures to help Montgomery County realize it’s long-range planning goals for the 21st century?  The Countywide Planning and Policy Division of the Montgomery County Planning Department (“Department”) is seeking a Transportation Modeler/Planner III with a solid background in the application of: (1) long-range travel demand forecasting tools and (2) micro-simulation and/or “sketch level” transportation planning analysis tools and procedures, to join one of the nation’s premier planning agencies.

The Department is part of The Maryland-National Capital Park and Planning Commission (M-NCPPC). Examples of Important Duties

  • Executing the Department’s regional travel demand model for master plan transportation adequacy and climate assessment applications.
  • Applying the regional travel demand model in combination with microsimulation modeling tools and/or “sketch plan-level” traffic analysis tools and procedures to evaluate traffic impacts on roadway networks and/or intersections to support the development of multi-modal master plan transportation recommendations, including road diets, lane repurposing and reduction in turn lane capacity.
  • Producing datasets used to support the application of the regional travel demand model, including transportation networks and land use data. Interpreting, gathering and analyzing key transportation-related data sets, including US Census/American Community Survey data, household travel surveys, on-board transit survey, parcel file data, and INRIX speed data.
  • Reporting and interpreting the results derived from the application of the regional travel demand model using spreadsheets, graphs, and charts to support the evaluation of the transportation adequacy of area master plans and sector plans.
  • Supporting the maintenance and update of the Department’s regional travel demand model.  The Department currently maintains a four-step, trip-based model and anticipates transitioning to an Activity-Based Model (ABM).
  • Writing technical memoranda and reports and delivering PowerPoint presentations to stakeholders and decision-makers.

Ideal Candidate Skillsets:

  • Substantial experience using the Cube travel demand forecasting software.
  • Substantial experience applying microsimulation analysis tools for local area transportation planning. 
  • Applied knowledge of multi-modal transportation system mobility and capacity procedures including the Highway Capacity Manual, the Transit Capacity and Quality of Service Manual, ITE Trip Generation, and traffic analysis tools such as Synchro/SimTraffic, and VISSIM.
  • Ability to apply state-of-the-practice “quick-response” travel forecasting and post-processing procedures, including those found in the most recent National Cooperative Highway Research Program (NCHRP) Reports.
  • Knowledge of database management systems (DBMSs) and supporting software.
  • Ability to effectively summarize, analyze, interpret, and present supporting data and results derived from travel demand modeling applications.

Preferred Qualifications:

  1. Master’s degree in transportation engineering, transportation planning, urban planning or an equivalent discipline related to the job functions.
  2. Four (4) years of progressively responsible professional level transportation planning experience; OR an equivalent combination of education and experience.
  3. “Hands-on” experience applying traditional four-step, trip-based travel demand models and microsimulation models.
  4. Computer skills using Microsoft Office Suite, ArcGIS, and Python. 


Minimum Qualifications

  1. Bachelor’s Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field. 
  2. Four (4) years of progressively responsible professional level planning experience related to specific area of assignment such as transportation planning, environmental planning or urban planning.
  3. An equivalent combination of education and experience may be substituted, which together total eight (8) years.
  4. Valid driver’s license (depending on area of assignment) in accordance with both State and Commission rules and regulations.  Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
