Transportation Planner/Data Analyst Position at Fresno COG


The Fresno Council of Governments (Fresno COG) is the Metropolitan Planning Organization (MPO) for Fresno County, California. Fresno COG has an immediate opening for a full-time professional level Regional Transportation Planner position specializing in data management. The position is a key member of the Travel Demand Modeling, Demographic Forecasting, and GIS Team and performs critical functions supporting the Fresno COG model and other technical operations.

This position develops, maintains and disseminates socio-economic, land use and transportation information, and is critical in providing data and other technical support for the Fresno COG’s transportation/land use models and other planning activities.

Fresno COG currently operates a DaySim based activity-based model (ABM) with a PopulationSim population synthesizer. Fresno COG utilizes Citilabs Cube/Voyager transportation modeling software, a custom Python-based land use model that incorporates Cube Land and Envision Tomorrow, the REMI economic forecasting model, and has developed a local application for the Integrated Transportation and Health Impact Model (ITHIM).


This position is a critical member of the modeling team. He/she will manage datasets such as GIS, census, socio-economic data for the ABM, collision data, traffic data, etc. This position will be actively involved in the land use and transportation modeling activities for which Fresno COG is responsible, such as the development of the Regional Transportation Plan/Sustainable Communities Strategy and the implementation of the Senate Bill 743. He/she will be a key member of the modeling team that maintains the ABM and applies the model in various planning activities. This position will have opportunities to manage projects independently and make presentations to committees and the public.


Graduation from a recognized college or university with a degree in Planning, Math, Statistics, Data Science, Geography, Computer Science, Engineering, GIS or related field is required. A Master’s Degree is desirable. However, enthusiastic recent college graduates will be considered.  

Applicant must have strong data management skills and be knowledgeable in transportation & urban planning. 

Strong oral and written communications skills are required for preparing and presenting reports, graphics, and technical findings. The candidate must be able to work as a collaborative team member and handle a high volume of work in a busy and demanding environment. Accuracy and timeliness in completing assignments is extremely important. This position provides an exciting opportunity for a professional with technical skills to develop critical analysis for the region’s decision-makers in areas such as transportation, land use, housing, and air quality.  

Preference will be given to candidates with knowledge or skills in the following areas: geographic information system (GIS) applications, relational database management and programming (Access, SQL etc), scripting (Python, & R), Git/GitHub and SubVersion, transportation/land use modeling and demographic forecasting.


Candidates may be hired at the Assistant, Associate or Senior level depending on qualifications.

The position offers the opportunity to gain broad experience and to take on progressively greater responsibility with added compensation based on merit and performance.

The hiring range starts at mid $50,000, and compensation is dependent on the level the position is filled and the qualification of the candidate.
